Technical faculties are located in the central city zone between important city roads: Bulevar Kralja Aleksandra and Carnegijeva, Kraljica Marija and Rooseveltova Streets, and their border forms the scope of the competition solution and they are of exceptional importance for Belgrade both in terms of traffic and environment. The intra-block space zone between the faculty buildings has for years been an unused and devastated space that has a predisposition to integrate and connect students of all faculties with a new architectural concept. Given that the interior of the block is located on the transversal between the Tašmajdan Park and the Park near the Wolf Monument, this space represents an important urban communication zone as well as a place of visual connection of these two extremely important park areas. In this sense, looking at the wider context is extremely important for the creation of an urban planning solution for this block area.

Recognized lines of movement and connection of surrounding roads and communication routes determined the urban and traffic solution. The underground garage should take over a large number of vehicles that have been parked in the yard between the faculties and the direction of entry is planned from Carnegie Street. That access to the garage is the only wink considering the existing unevenness of the terrain, which is falling towards the Faculty of Mechanical Engineering. From Carnegie Street, two two-way ramps are planned for the garage, which is on the underground level -2, and is designed as a large garage. Pedestrian traffic is planned in two directions, namely the primary one that takes place between the faculties and the second pedestrian direction between Roosevelt Street and the direction towards the park behind the Hotel Metropol and further towards Tašmajdanski Park. Both directions make it possible to pass through the new building or to cross ramps or platforms that are planned and designed as part of the natural communication flow and designed in multiple levels.

The primary theme in the formation of the urban solution is the organization of the campus, which has never in the classical sense existed in a mutual relationship between these faculties, although this is the only place in the city where the faculties are even physically referred to each other. A public space has been created that will be used by both students and citizens. An inner courtyard has been created, which is primarily and primarily intended for students, and which will certainly be able to be used by citizens as well. The polyvalence of the space was achieved in the mutual relationship between the faculties. Considering the buildings found and the functional scheme of the space organization, the proposed urban solution is the most feasible with all volume restrictions. The conceptual concept in the composition of the new architecture envisages the preservation of the identity of the neighboring buildings along with the contemporary design recognition of the new building and the use of modern materials. As a contribution to green construction, partially uneven plateaus are planned and they will be covered with low and tall vegetation, and the specific "landscape" conceived in this way will represent the connection of students with the natural environment and enable new models of its use. The atriums allow light to penetrate to the underground levels, which will form a single architectural unit with the parts of the building that are on the higher floors.

When designing such a complex building, care was taken to rationalize the future space of the new building in terms of maximum modularity, flexibility and adaptability of the space to future users, as well as considering all possible variants for the best connection of the old and new building as a single unit. For these reasons, a building located inside the block was designed, which with its underground and above-ground levels realizes all the defined contents necessary for the quality functioning of the Faculty of Electrical Engineering. Starting from the entrance part and the new plateau towards Rooseveltova street, the character of the main entrance to the building was realized, and the goal of bringing the building's approach segment closer to future users in the best possible way was fulfilled. Transparent glass surfaces, an airy hall and the volume of the first two floors were designed, which, in cooperation with the two underground floors, creates a talon on which the above-ground park area appears as a sign of a rounded representation of architectural design. Ramps and sloped terrain were designed, as well as pedestrian communications, which are an integral part of the architectural solution. The new intra-block space allocated to pedestrians is identified in the architectural solution and in this way the urban and architectural expressions are equalized. In this interweaving, a high-quality organizational structure is obtained, which is defined by the program requirements.
